Pelagius was from the island of Britain. Therefore - Pelagius was British! 
At least a thousand years before any Union Jack flew.

Countries, races, nations really didn't exist in the same way in the Roman Period.
Much better - not in this sense a "Dark" Age!

The Roman Empire specifically was much less RACIST than many later ones.

PELAGIUS means "SEA" in Latin.
Its Welsh version could be "Morgan".
(Please refer to Bertrand Russell's "History of Western Philosophy".).

Pelagius could of course POSSIBLY be retrospectively considered "Welsh".
It is important to remember though that at the time Wales did not exist AT ALL.

It is sobering to reflect that in Roman times and later when Christendom was more unified and stronger; ethnic rivalry was hardly existent unlike in our own perhaps more barbarous times.
In Roman Times - a barbarian was merely someone not in the Empire.
"Truth, justice and the European Way" needs to be much less nationalistic than it has been.
Welsh/Cymraeg is one of the oldest languages in Europe. 
He may have spoken an earlier version of it.

The Roman Empire was about a concept - the rule of the CITY of Rome (Senate and People); about civilization; about culture; and power; and NOT about racism, nationalism nor ethnicism.

NATIO - means "to be born" in Latin; ETHNOS - means "people" in Latin!
We are all born and we are all people! The people of Roman times really would LARF at us!

It becomes an interesting reflection on history that the Welsh dragon symbol is almost certainly from an Ancient Roman Army symbol!
The Draco or Serpent emblem was that worn by the cavalry units.

Pelagius was a fascinating and energetic character.
